Victim-offender mediation has been introduced in Turkey with the new Criminal Code and the new Criminal Procedure Code, which came into force on 1 June 2005. They allow for mediation for offences that are prosecuted based on a complaint. Cases can only be referred to mediation when both the offender and the victim agree to the mediation, when the offender is willing to accept responsibility for the offence, and if he/she is willing to compensate the victim for the harm caused. Court referred mediation can only be done by lawyers.
