Restorative Justice and Domestic Violence: Experiences and Common Challenges

Webinar with members of the EFRJ Working Group on Gender-Based Violence

In the past years, members of the EFRJ Working Group on Gender-Based Violence have been discussing and comparing experiences and challenges in the field of domestic violence in their respective countries. Domestic violence continues to be a pervasive issue around the world. The interest in using restorative justice to address this issue is growing. During the webinar, panellists will share their experiences from Estonia, Italy, and the United States focusing on topics such as training, assessment, type of cases referred for restorative justice and domestic violence, and the interaction between offender/perpetrator treatment and victim services.

This event is part of a series organised by the  EFRJ Working Group on Gender-Based Violence as part of the campaigns for the International Day for the Elimination of Violence against Women. The next one will be held on 25 November at 16h: click here to know more and register.

Speakers

Moderator

Anna Dev-Halonen (Finland) is a trainer and practitioner in restorative justice and mediation. She started as a volunteer mediator in 2002 and has been working as mediation advisor since 2007 when the law on mediation came into force. Her main area of work has been intimate partner violence, but she also works with cases of other kinds of crimes and disputes. In 2014-2017 she was working in a project on mediation in serious crimes where she was developing restorative justice practices and mediation after sentencing (e.g. in cases like homicides). In addition, she trains in areas of restorative justice, mediation and intimate partner violence. Dev-Halonen was also part of the national working group developing best practice in intimate partner violence cases and training in Finland.

Panelists 

Briana Barocas (United States), Ph.D., is a Research Professor at New York University’s Silver School of Social Work and serves as the Chief Research Officer at the Center on Violence and Recovery. Her interests in trauma, resiliency, and recovery have led to research on first responders, individuals and families affected by domestic violence, and survivors of 9/11. She has two decades of experience in restorative justice applications to domestic violence harms and crimes in communities across the United States. Her research has been supported by the Office of Violence Against Women, the Office for Victims of Crime, the National Institute of Justice, the National Science Foundation, the Department of Homeland Security, and the Department of Defense. Her earlier research on work-family issues and current work on the response to and recovery from violence and trauma have strengthened her commitment to developing and researching programs and services that better the lives of individuals, families, and communities.

Valentina Bonini (Italy), Ph.D., is an Associate Professor of Criminal Procedure, at the University of Pisa, Department of Law, where also teaches Restorative Justice in Criminal Matters. As a EFRJ member, in 2021 she contributed to the draft of the EFRJ position paper on the topic. Author of several scientific publications on the legal reform of restorative justice in Italy and on the victim's protection during the judicial proceedings, she is the representative of the University of Pisa in the Tuscany commission instituted to prevent and combat violence against women.

Annegrete Johanson (Estonia) is a trainer and practitioner in restorative justice and practice in Estonia. She worked at the Victim Support Department of the Social Insurance Board and
coordinated the development of restorative justice volunteer service and training programme. She is a Board member of EFRJ.

David Martin (United States) is a Senior Deputy Prosecutor with the King County Prosecuting Attorney’s Office (KCPAO) in Seattle. His work includes enhancing victim services, spearheading sentencing and treatment reforms, and creating diversion programs for offenders with histories of gender violence victimisation. An active researcher and author, David has co-authored the Washington State Domestic Violence Prosecution Manual and Washington State Treatment Guide for Intimate Partner Violence, and he recently co-authored a study in JAMA Network Open on violent death and domestic violence. Internationally, David serves as a Fulbright Specialist, providing training and technical assistance on gender violence, with recent projects in Northern Ireland, Egypt, and the Republic of Georgia.
